@marcmody that's possible though I'm not fully convinced that they would go into these areas, if there was no clear sign that they are just mines where raw materials can be extracted. they might just mark and leave them for later, thorough exploration while focusing on more accessible, industry-friendly places. However, I am not an expert in how a state and military work(especially in Russia) so I won't bet on this assumption.

Just try to write down on a piece of paper all of the loop holes, that is, if you are capable of critically thinking.
